Request For Proposals (RFP): Development Of An Integrated Management Information System

1.0 BACKGROUND

The Tourism Professionals Association (TPA) is a membership organization registered as a society in Kenya. The TPA brings together hospitality and tourism professionals in Kenya to promote professional development, industry practice standards and stakeholder engagement. Tourism and hospitality professionals are the backbone of the tourism and hospitality industry.

The Tourism Professional Association (TPA) invites qualified and experienced software development firms to submit proposals for developing an integrated management information system in compliance with the Public Procurement and Asset Disposal Act 2015 (Laws of Kenya). The proposed system will integrate the associations’ membership management, facilitate its e-learning, and manage job placements.

2.0 KEY FEATURES OF THE REQUIRED

The management information system will be a web-based system with a mobile application capability and comprise of three (3) main features:-

  1. Membership Management:
    • Ability to register new users and manage their profiles
    • Ability to automate the member subscription and renewal processes.
    • Ability to create membership tiers and manage member permissions
    • Ability to communicate via messaging for various notifications.
    • Reporting and analytics features to track membership growth and engagement.
  2. Online Training and Repository:
    • A learning management system (LMS) for conducting online courses and training sessions.
    • A digital library or repository for hosting resources like research papers, publications, and training materials.
    • Progress tracking and assessments
    • Certification issuance
  3. Job Placement Platform:
    • A portal allowing members to post job opportunities.
    • An ability to allow job seekers to submit applications online.
    • An ability to march resumes to opportunities
    • A capability to allow job seekers to communicate on the platform
    • An ability to track and report on placements

3.0 PROPOSAL SUBMISSION REQUIREMENTS

Interested firms are required to submit both Technical and Financial Proposals. The Technical Proposal should clearly outline the proposed approach, software design, timeline, team experience, and relevant past projects. The Financial Proposal should provide a detailed cost breakdown including all costs and taxes.

4.0 ELIGIBILITY CRITERIA

  1. Proven experience in developing similar software solutions, especially in the tourism sector or related industries.
  2. A clear understanding of the requirements of the Public Procurement and Asset Disposal Act 2015.
  3. Ability to deliver a scalable, secure, and user-friendly platform.

5.0 EVALUATION CRITERIA

Proposals will be evaluated based on the following criteria:

  1. Technical capacity and experience of the firm.
  2. Proposed methodology and approach.
  3. Software design, usability, and security features.
  4. Financial feasibility and cost-effectiveness.
  5. Compliance with procurement regulations.

NB: The Tourism Professional Association is not bound to accept the lowest cost proposal and reserves the right to accept or reject any proposal in whole or part without assigning any reasons.

6.0 SUBMISSION DEADLINE

All proposals must be submitted electronically by 5:00 PM EAT on 5th September 2024.
